Why does everyone look at you?
A mistake happens. Before anyone makes the next decision, every face turns towards the bench. The coach has not said a word.
Is this respect, or have people learned that the next decision belongs to you?
Looking towards the leader may be sensible when a decision is genuinely theirs. It may also be a habit that continues after people have enough information to act.
Notice which decisions require your approval. Then ask whether the boundary has ever been made clear to the people waiting.
Waiting for approval can be learned, even when initiative is what you ask for.
